The inspectors believe that the above problems are in line with the circumstances related to the determination of falsification of monitoring data in the first paragraph of Article 5 and the fourth paragraph of Article 5 in the Measures for the Determination and Handling of Falsification of Environmental Monitoring Data。Huabiao Company and relevant responsible personnel shall be responsible for fraud。

（一）纸质原始记录与电子存储记录不一致
1．CST检字（2018）第0319003号检测报告
（1）检查人员发现该报告（江西绿美环境检测技术有限公司有组织废气送样检测）中TVOC监测项目，There are 39 sets of paper original records from A101 to A139，But the gas chromatograph computer (number：GC9790-I/CS7039).、A103、A105、A107…… Electronically stored records of an equal odd digit，A102、A104、A106、A108…… Records with even digits are missing。It was later searched by analysts，A102 was found in another folder、A104、A106、A108、A110 and other partial data，A112 and 14 subsequent sets of even-digit electronic storage records are still not available。
(2) The inspector randomly retrieves the gas chromatograph, and the report number in the computer is V20180319003A101、V20180319003A103 of electronically stored records，Compare with paper original records，Discover the peak area of both、Values such as detection concentrations are completely inconsistent。For example：The peak area of o-xylene in the V20180319003A101 paper raw record is 55224.431，The detection concentration was 387.5400 mg/L, and the peak area of o-xylene in the corresponding V20180319003A101 electronic storage record in the instrument computer was 722.550，The detected concentration was 9.1879mg/L，The data is completely inconsistent。
(3) Ma Xun, the TVOC project analyst for the report, was unable to explain the inconsistency between the original paper records and the electronically stored records。
2．CST检字（2018）第0109003号检测报告
（1）该报告由新余市国信担保有限公司委托，The test item was the cooking fume。Inspectors found that the instrument with the sampling instrument number GH-60E/CST040 on the original sampling sheet was the Ringelmann Smoke Telescope，Non-oil smoke sampler。Sampler interprets this as a clerical error on GH-60E/CST043。

CST Inspection (2018) No. 0408002、The anemometer numbered CST006 was used in the original records in the CST Zizi (2018) No. 0403007 report。The sampler of CST Inspection (2018) No. 0408002 report is Deng Chenchen、Lu Xiaoyong，The sampler of CST Inspection (2018) No. 0403007 report is Deng Chenchen、Ho Ruihui。According to the original records of the above two reports, the sampler Deng Chenchen was in the same time period on April 8, 2018，Use a wind speed and wind direction meter numbered CST006，Simultaneous monitoring was carried out in two places approximately 110 km apart。
(2) Deng Chenchen, an inspector in the on-site department, admitted to participating in the above two testing activities，For himself after 22:00 on April 8, 2018，Cases where testing is performed at different locations at the same time period，It is only explained as a sampling date recording error。However, the date of monitoring in both reports and their original records (environmental noise detection record form) is April 8, 2018。
2． CST Inspection (2018) No. 0123005、CST检字（2018）第0124004号检测报告
（1）CST检字（2018）第0123005号（江西同辉环境检测有限公司废气送样检测）、CST Inspection (2018) No. 0124004 (Jiangxi Chongming Environmental Protection Co., Ltd. (3) Zhang Yaoyao、After Shuai Xingxing learned about the situation，The call to our office reported that the two resigned from Huabiao Company in April 2017 and September 2017 respectively，However, the dates of the two reports are 26 January 2018 and 30 January 2018, respectively，They did not participate in the monitoring。After checking the social security information of the two people，And confirmed by Huabiao Company，It was found to be true。The above situation shows that Huabiao Company left Zhang Yaoyao and Shuai Xingxing，Do not have the qualification to test the odor concentration in the air (the detection of odor concentration requires at least 6 sniffers in the testing unit)，However, the name of the departing employee was stolen to issue a test report，and giving false testimony in the face of a law enforcement investigation，Tampering with Zhang Yaoyao、Shuai Xingxing's departure time was to cover up the falsification of monitoring data、Exceeding monitoring qualifications, issuing monitoring reports, etc。
