2001year，The world's first self-balancing electric balance vehicle (Segway) was released in the U.S。2008year，The Segway was unveiled at the Beijing Olympics，began to enter the field of vision of the Chinese people。As a new type of green and environmentally friendly travel and leisure and entertainment tools，Balance bikes bring convenience and fun to consumers，At the same time, it has also expanded a new development field for Chinese enterprises。According to statistics，2017China's electric balance vehicle exports about 10 million units，The value of exports is about 2 billion US dollars，More than 800,000 people were employed，China's balance bike industry occupies a leading position in the international market。
Industry standards are the technical basis and technical rules for economic and trade exchanges and industrial cooperation，The same is true for balance bike standards。2016year，UL in the United States has released the safety standard ANSI/SCC/UL-2272 for self-balancing scooters，And it was approved by ANSI as the national standard for self-balancing scooters in the United States；2018January 1，The first two national standards for self-balancing scooters in China were formulated by SAC/TC 159："Safety Requirements and Test Methods for Electric Balance Vehicles" and "General Technical Conditions for Electric Balance Vehicles" were officially implemented，It fills the gap in the industry standard of electric self-balancing scooter in China。SAC/TC 159 and UL established a working group on mutual recognition of self-balancing vehicle standards between China and the United States through this conference，It is planned to actively coordinate the standard development of self-balancing vehicles in China and the United States，Further promote the mutual recognition of standards for self-balancing scooters between China and the United States，So as to promote the smooth development of bilateral trade between China and the United States in this field。
