2025September 17，欧盟委员会提议修订欧盟REACHstatute(EC) No 1907/2006附录XVII第78项有关合成聚合物微颗粒（SPM、微塑料），尤其是有关含有微塑料的产品是否适用第5(c)项豁免的评定标准。该修订拟于在《欧盟官方公报》(OJEU)公布后20日后生效。
此修改的提出，是由于第5(c)项的立法意图并不针对短暂的意图的最终用途(intended end uses of short duration)。在此类用途中，固体基质常被移除或替换，合成聚合物微粒在固体基质中的存在时间较短。therefore，仅当意图的最终用途会持续1年或更长时间时，方可适用第5(c)项。
