为贯彻落实《中共中央 国务院关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》和《2030年前碳达峰行动方案》有关部署，夯实碳达峰碳中和工作基础，recently，国家发展改革委、国家统计局、生态环境部公布了《关于加快建立统一规范的碳排放统计核算体系实施方案》（以下简称《方案》）。
《方案》提出，到2023年，基本建立职责清晰、分工明确、衔接顺畅的部门协作机制，初步建成统一规范的碳排放统计核算体系。到2025年，统一规范的碳排放统计核算体系进一步完善，数据质量全面提高，为碳达峰碳中和工作提供全面、science、可靠数据支持。
《方案》明确建立全国及地方碳排放统计核算制度、完善行业企业碳排放核算机制、建立健全重点产品碳排放核算方法、完善国家温室气体清单编制机制等四项重点任务，提出夯实统计基础、建立排放因子库、应用先进技术、开展方法学研究、完善支持政策等五项保障措施，并对组织协调、数据管理及成果应用提出工作要求。
Next，国家发展改革委、国家统计局、生态环境部将会同相关部门，扎实抓好《方案》贯彻落实，加快建立统一规范的碳排放统计核算体系，为碳达峰碳中和工作提供坚实数据支撑。
