(四)加快推进改革创新

1.加快管理创新

引导推动设立智慧电梯中心加快电梯安全管理系统改革和创新步伐推进智慧电梯平台建设探索培育第三方专业管理服务主体通过专业化规模化管理逐步归集电梯使用管理权和日常运行维护费试点建立电梯“专用账户”实行“专款专用”模式打造一批符合上海品牌特征的专业化服务规模化管理的电梯使用管理单位连锁化规范化发展的电梯专业维保单位以及创新型服务型的电梯生产单位。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、市房屋管理局)

2.推动技术创新

引导市场以构建电梯物联网平台为核心推动物联网、cloud computing、Big data、artificial intelligence、下一代互联网和移动通信以及追溯技术等创新技术应用服务逐步实现“按需维保”“质量追溯”“智慧管理”等创新模式通过与电信运营商推进“互联网+智慧电梯”战略合作在上海率先探索电梯物联网专网建设提供新一代信息技术综合应用与集成服务实现电梯4G以上网络信号(或无线wifi)覆盖充分利用新一代信息技术加快建设智慧电梯助推电梯产业转型升级创新发展。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、Municipal Commission of Economy and Information Technology、Municipal Commission of Commerce、市科委市通信管理局)

3.探索服务创新

探索“维保+服务”模式推行“厂家维保主体+市场专业维保实体”的电梯维保服务新体系研究制订《电梯维护保养合同》等合同示范文本明确业主使用管理单位、Manufacturing enterprises、维保单位的责任和义务推广使用管理单位制造企业和专业维保公司三方签订《电梯维护保养合同》在住宅小区探索业主委员会参与鉴证模式通过《电梯维护保养合同》明确落实全过程质量安全跟踪畅通维修资金使用渠道主要零配件质量追溯维保质量保证及远程监测功能配置等责任探索“保险+服务”模式推动保险机构搭建电梯保险服务平台逐步建立电梯保险基金和综合保险责任制度提供电梯产品责任险从业人员人身险电梯安全综合保险社会公众责任险和电梯延长保修保险服务等并推动电梯保险服务创新和保险科技应用探索“信息化+服务”模式构建电梯安全公共信息服务平台通过“互联网+”大数据分析应用等为相关企业社会公众等提供微信公众号小程序APP应用等信息化服务。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、Municipal Housing Authority、Municipal Commission of Economy and Information Technology、上海保监局)

4.强化监管创新

开展本市电梯安全监管综合改革试点工作研究制定本市电梯智能化监管方案构建新型电梯监管模式深化信息化手段在电梯检验检测安全评估安全监察技术检查行政执法等方面的充分运用深化“放管服”改革强化事中、Ex-post supervision,建立基于风险和大数据分析的监管体系全面实现动态监管、Intelligent supervision、Scientific supervision and credit supervision。加快开展本市电梯定期检验改革试点优化配置检验检测资源科学调整定期检验周期加强和规范企业自行检测同步实施浦东新区(自贸区)电梯定期检验先行先试改革试点探索引入第三方社会检验检测力量。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、Municipal Commission of Economy and Information Technology,各区政府)

5.推广示范试点

发挥本市电梯产业聚集区的优势鼓励电梯企业提供国内一流国际先进的产品和服务开展科技、serve、管理等方面创新促进产业整体发展由生产型向创新型服务型转变组织本市主要电梯厂家响应国家“一带一路”战略开展技术性贸易壁垒(TBT)应对研究和服务支持电梯企业走出去制定电梯制造质量和维保服务质量提升计划提升上海电梯品牌知名度和竞争力推广新技术应用服务产业发展推动本市电梯产业不断转型升级形成可复制可推广的经验和成果。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、Municipal Commission of Commerce、Municipal Development and Reform Commission、市科委)

(1) Strengthen organizational leadership

进一步完善市特种设备安全工作联席会议制度增设市电梯安全工作小组(智慧电梯领导小组)办公室设在市质量技监局具体统筹协调本市电梯质量安全和智慧电梯建设工作在市特种设备安全工作联席会议框架下统筹协调各成员单位和各区政府依法履行监管职责协调解决电梯质量安全工作中的重大问题。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、市特种设备联席会议成员单位各区政府)

(二)加强统筹协调和分类指导

(三)加强法治保障政策引导和标准引领

积极推动电梯安全监管相关地方立法工作解决现有的电梯安全监管难题助推本市电梯安全管理系统改革配套出台本市智慧电梯建设和推进电梯远程监测指导意见等文件为本市电梯安全监管工作提供法治保障推进相关标准的制修订打造适应本市电梯安全管理的先进标准体系研究制定电梯专业化规范化管理规范电梯检验检测服务规范等标准提高完善在用电梯安全评估技术规范电梯安装维保服务规范电梯安全技术评审细则等方面标准构建国内一流国际先进的电梯管理服务标准体系。(Responsible unit.):Municipal Bureau of Quality and Technical Supervision、市政府法制办)

(四)加强经费保障

(五)加强督查考核

(六)加强宣传引导

(九)加强交流合作
