（四）加快推进改革创新
1.加快管理创新
引导推动设立智慧电梯中心，加快电梯安全管理系统改革和创新步伐，推进智慧电梯平台建设。探索培育第三方专业管理服务主体，通过专业化、规模化管理逐步归集电梯使用管理权和日常运行维护费，试点建立电梯“专用账户”，实行“专款专用”模式。打造一批符合上海品牌特征的专业化服务、规模化管理的电梯使用管理单位，连锁化、规范化发展的电梯专业维保单位，以及创新型、服务型的电梯生产单位。(Responsible unit.)：Municipal Bureau of Quality and Technical Supervision、市房屋管理局）
2.推动技术创新
引导市场以构建电梯物联网平台为核心，推动物联网、cloud computing、Big data、artificial intelligence、下一代互联网和移动通信以及追溯技术等创新技术应用服务，逐步实现“按需维保”“质量追溯”“智慧管理”等创新模式。通过与电信运营商推进“互联网+智慧电梯”战略合作，在上海率先探索电梯物联网专网建设，提供新一代信息技术综合应用与集成服务，实现电梯4G以上网络信号（或无线wifi）覆盖。充分利用新一代信息技术，加快建设智慧电梯，助推电梯产业转型升级、创新发展。(Responsible unit.)：Municipal Bureau of Quality and Technical Supervision、Municipal Commission of Economy and Information Technology、Municipal Commission of Commerce、市科委、市通信管理局）
3.探索服务创新
探索“维保+服务”模式，推行“厂家维保主体+市场专业维保实体”的电梯维保服务新体系，研究制订《电梯维护保养合同》等合同示范文本，明确业主、使用管理单位、Manufacturing enterprises、维保单位的责任和义务，推广使用管理单位、制造企业和专业维保公司三方签订《电梯维护保养合同》。在住宅小区探索业主委员会参与鉴证模式，通过《电梯维护保养合同》，明确落实全过程质量安全跟踪、畅通维修资金使用渠道、主要零配件质量追溯、维保质量保证及远程监测功能配置等责任。探索“保险+服务”模式，推动保险机构搭建电梯保险服务平台，逐步建立电梯保险基金和综合保险责任制度，提供电梯产品责任险、从业人员人身险、电梯安全综合保险、社会公众责任险和电梯延长保修保险服务等，并推动电梯保险服务创新和保险科技应用。探索“信息化+服务”模式，构建电梯安全公共信息服务平台，通过“互联网+”、大数据分析应用等，为相关企业、社会公众等提供微信公众号、小程序、APP应用等信息化服务。(Responsible unit.)：Municipal Bureau of Quality and Technical Supervision、Municipal Housing Authority、Municipal Commission of Economy and Information Technology、上海保监局）

5.推广示范试点

6.服务产业创新
发挥本市电梯产业聚集区的优势，鼓励电梯企业提供国内一流、国际先进的产品和服务，开展科技、serve、管理等方面创新，促进产业整体发展由生产型向创新型、服务型转变。组织本市主要电梯厂家，响应国家“一带一路”战略，开展技术性贸易壁垒（TBT）应对研究和服务，支持电梯企业走出去。制定电梯制造质量和维保服务质量提升计划，提升上海电梯品牌知名度和竞争力，推广新技术应用，服务产业发展，推动本市电梯产业不断转型升级，形成可复制可推广的经验和成果。(Responsible unit.)：Municipal Bureau of Quality and Technical Supervision、Municipal Commission of Commerce、Municipal Development and Reform Commission、市科委）

(1) Strengthen organizational leadership

（二）加强统筹协调和分类指导

（三）加强法治保障、政策引导和标准引领

（四）加强经费保障

（五）加强督查考核

（六）加强宣传引导

（九）加强交流合作
