●Combine the project quality and safety supervision procedures with the construction permit。planning、Land、firefighting、Air defense、archives、Municipal public utilities and other departments and units implement time-limited joint acceptance，Unified completion acceptance drawings and acceptance standards，Unified issuance of acceptance opinions。For the measurement work involved in acceptance，Implement "one-time entrustment、Unified Surveying and Mapping、Achievement sharing"。
●The design plan shall be reviewed at the same time as the issuance of the construction project planning permit，The issuing department shall solicit the opinions of relevant departments and units，Other departments no longer conduct separate reviews of design proposals。Promote the unified organization of earthquake safety evaluation by the government、Geological hazard risk assessment、Environmental impact assessment、Regional assessment is carried out on matters such as energy-saving evaluation。
●Implement the relevant requirements for the cancellation of decentralized administrative examination and approval matters，Environmental impact assessment、Energy saving evaluation、Seismic safety assessment and other evaluation items shall not be used as a condition for project approval or approval，The seismic safety assessment can be completed before the engineering design，Other evaluation items can be completed before the construction permit。
