（一）组织形式
1.全面自查
各省级质量技术监督局（市场监督管理部门）、The Department of Environmental Protection (Bureau) shall organize on its own or jointly the ecological and environmental monitoring institutions that have obtained qualification certificates within their administrative areas、The motor vehicle inspection agency conducts a comprehensive self-inspection，Increase the proportion of on-site "double random" inspections，At the same time, all institutions should be required to carry out self-inspection in accordance with the Notice of the Office of the CNCA on Inspection and Testing Institutions Submitting the 2017 Annual Report and Carrying out the 2018 Qualification Accreditation Supervision and Inspection Self-inspection (Zhiban Shihan [2018] No. 16).，And through the "inspection and testing statistics direct reporting system" online submission of the institution's self-inspection，Serious investigation and punishment of tampering、Falsification of monitoring data and reports。
2.专项检查
在各省、Autonomous regions、On the basis of a comprehensive investigation organized by municipalities directly under the Central Government，CNCA and the Ministry of Ecology and Environment have formed a joint inspection team，In accordance with the relevant administrative supervision of the State Council, "double random."、1. Disclosure".，About 100 ecological environment monitoring institutions and 100 motor vehicle inspection institutions were selected nationwide to carry out inspections。
The inspection team is composed of CNCA、The Ministry of Ecology and Environment shall appoint inspectors，The implementation of relevant inspections shall be carried out by the CNCA、The Ministry of Ecology and Environment entrusts a third-party organization to make specific plans and arrangements。The provincial quality and technical supervision bureaus (market supervision and management departments) and environmental protection departments (bureaus) cooperate in the implementation of inspections。The results of supervision and inspection are open to the public。

主要包括资质认定和监测能力范围、Verification and calibration of instruments and equipment、Reference Material Use、Monitoring reports and original records, etc；Crack down on tampering、Falsification of monitoring data and reports。The specific checklist based on the inspection is shown in the annex (the A+B form is used when inspecting the ecological environment monitoring agency，Form A+C is used when inspecting motor vehicle inspection agencies)。
（三）检查手段
推行使用“检验检测机构资质认定监管信息化终端系统”（简称监管APP系统），Promote the national ecological environment monitoring agency、The "Internet + supervision and management" mechanism of motor vehicle inspection institutions and the improvement of the construction of big data platform。
（四）时间安排
各省级质量技术监督局（市场监督管理部门）、The Environmental Protection Department (Bureau) organizes and carries out a comprehensive self-inspection on its own，It should be submitted to the CNCA before July 30、The Ministry of Ecology and Environment submits the inspection plan，and submit the results of the inspection by October 31。
CNCA and the Ministry of Ecology and Environment completed all aspects of the preparations for the special inspection in early July，On-site inspections are conducted from July to September，11A special inspection report and processing results will be formed before the end of the month，12Inform the public of the inspection before the end of the month。
