2018June 22，The Fifth Central Environmental Protection Supervision Group carried out a sinking inspection in Guigang City, Guangxi，In the old plant of Guigang Cement Factory, Qintang Town, Qintang District, it was found that many enterprises had serious environmental pollution problems。These companies are hiding here，Ignoring environmental laws and regulations，Engaging in illegal production activities，Seriously pollute the surrounding environment。 One、Main issues Guigang Cement Plant is a municipal enterprise managed by the Municipal State-owned Assets Supervision and Administration Commission，Leased the idle plant to Chunchen Mining Co., Ltd、Fumu plastic pellet plant、Zhifa Aluminum Products Co., Ltd. and 3 other enterprises，On a site of less than 60 acres，A waste residue is formed、Waste plastics、Dens for illegal disposal of various solid wastes such as waste capacitors，The site is extremely polluted。Most of this waste is brought in illegally from neighbouring Guangdong Province，Guigang Cement Plant earns 180,000 yuan in rental income every year。 First, the problem of illegal transfer of hazardous waste is prominent。The inspection team learned that Guigang Chunchen Mining Co., Ltd. illegally received 768.58 tons of solid waste from Guangdong on June 13，Follow the clues and go straight to the scene。The inspector found，The management of the business was containing heavy metals，It flows along the terrain to the vicinity of the factory wall，Enter the external environment through holes in the fence wall and cracks in the wall；The company also disposes of large quantities of production waste in nearby open spaces，Inspectors use pH test paper to detect puddles on the slag pile，It is distinctly alkaline。 Second, enterprises frequently produce and discharge pollutants in violation of regulations。On the way to Chunchen Mining，The suspicious appearance of a company's sneaky construction attracted the attention of the inspection team，After coming out of Chunchen Mining，The inspection team took advantage of the situation and turned into this enterprise called Guigang Fumu Plastic Pellet Factory。 The inspector found，The factory area is tightly covered with nylon cloth except for the open space，Under the nylon cloth is an overwhelming amount of waste plastic，The production equipment is very rudimentary，There are no pollution prevention facilities。The company was ordered to stop production and fined，However, production resumed without authorization before long，Production was not stopped until June 20 of this year。Third, the problem of illegal disposal of hazardous waste is prominent。Inspectors found unusual black marks on the fence of the Fumu Plastic Pellet Factory，Shun Teng also found a polluting enterprise called Guigang Zhifa Aluminum Products Co., Ltd., which used waste capacitors to illegally smelt aluminum ingots。Inspectors found a rudimentary smelting equipment without any pollution prevention facilities at the scene，Next to it are stacked product aluminum ingots and silicon used as a deoxidizer，The raw materials for production are hidden in a hidden enclosed space。Inspectors barely entered through the cracks in the machinery and walls，I saw a mountain of used capacitors。Waste capacitors are hazardous wastes listed in the National Hazardous Waste List，The company uses it as a raw material to refine aluminum ingots，Suspected of illegal disposal of hazardous waste。meantime，Most of the smelting slag produced during the company's production process has been transported away from the site，Suspected long-term illegal production，Illegal pollutant discharge，Cause serious environmental pollution and risk hazards。 First, the supervision of the relevant local departments is not effective，Acquiescing to state-owned assets becoming a hiding place for polluting companies。The State-owned Assets Supervision and Administration Commission of Guigang City only calculates economic accounts，It is not counted as an environmental account，Poor supervision by relevant departments，For a long time, the Guigang cement factory was allowed to lease state-owned assets to make a profit，As long as the business can make a profit，The rest is left unasked。To whom it is rented、What is it used for、Whether it is illegal，are all out of the way，As a result, environmental violations in the factory area of state-owned enterprises have existed for a long time。 The second is the Guigang Cement Plant as a state-owned enterprise，In order to seek meager economic benefits, they turn a blind eye to the environmental violations of leasing companies。The Guigang Cement Plant leased the land of the factory to a number of environmental illegal enterprises，Cause serious environmental pollution。After the inspection team found the problem，Guigang cement plant in a hurry with Fumu plastic pellet factory、Zhifa Aluminum Products Co., Ltd. terminated the lease contract。But for the maximum area of rental、Rental yields account for the lion's share、The lease relationship between Chunchen Mining has expired，The attitude is still ambiguous，Reluctance to terminate the contract。 As of now，Guigang City has filed a case against Chunchen Mining and Fumu Plastic Pellet Factory，Scrap and raw materials stored on site at Fumu Plastic Pellet Factory and Zhifa Aluminium Products Co., Ltd. were
