yesterday，两份关于认证机构虚报审核计划并伪造项目现场审核记录，认证机构出具虚假认证结论，审核员提供不实证明文件等，一百多名审核员被撤销注册资格的通报在中国认证认可协会（CCAA）微信公众平台发布后，引起业界强烈反响，通报发出一小时，阅读量暴涨3万多。 其中一份通报提及，北京中鼎恒昌认证有限公司和青岛欧检认证检验有限公司使用127名审核员注册资格，虚报审核计划并伪造项目现场审核记录。这些人存在虚报审核经历，Long-term affiliation，Separation of witnesses，审核不到现场的行为，严重违反《管理体系审核员注册准则》要求。In accordance with relevant regulations，这一百多名审核员被撤销注册资格。 违规的事实，也是相当的滑稽，漏洞百出，认证机构主观就没有去现场的打算，而且造假造得都不认真，吃相极其难看。审核项目安排违背常识，逻辑混乱，人员根本无法到达现场；人员长期挂靠，Separation of witnesses，自身有着本职工作，竟被安排月平均20多天、多个跨省域的项目现场审核，不禁让人猜想，难道现在的审核都已经开启“私人飞机”模式了？核查过程中，提供的“证据”竟是虚假行程单、火车票…… 127名审核人员，虚假审核，审核经历造假，认证机构编造虚假审核记录……行业为之震惊。而这已经不是“中鼎恒昌”和“青岛欧检”第一次涉事，Previously，更有“涉嫌伪造公章”等问题被中国认证认可协会公开通报。 针对这种现象，业内异常愤怒。他们认为这些违规机构和人员的存在，造成了严重不公： 对规范从事认证的机构不公平 对规范从事认证的审核员不公平 对规范从事认证的获证组织不公平 在认证行业，信任和能力是比资本及其他更重要的进入指标，而他们，“偷”走了社会对行业的信任。 on this，好多网友也发表了他们的看法：   网友的言论表达了他们对治理认证乱象的支持、对认证违规行为的愤怒、对行业净化的美好期待，同时也不希望治乱仅限于处理一批审核员： 对这些违规失信的认证机构怎么处理？ 对机构的实际控制人、管理者怎么处理？ 对涉嫌虚假认证的证书又该如何处置？ 面对治乱的初步成果，需要的不是喝彩，而是反思和行动。从通报的两家认证机构看，其之所以产生如此触目惊心的认证乱象，不是技术问题、能力问题，而是他们一开始就动机不纯，奔着最大化牟利的目标进入认证领域。他们充分发掘认证管理体系的“短板”而用之，无底线地攫取利益。 以下一些现象的存在，确实给他们提供了“土壤”。 一是认证环节存在“灰色地带”，认证机构不去企业实地审核，监管机构不易查实，审核走过场同样不影响证书的“有效”。 二是监管环节存在漏洞，有机会钻空子,有的机构甚至提供“规避风险指导服务”业务，由专人指导如何规避检查。 三是违规成本低，收益大。 再有，由于“放管服”改革尚未完全到位，职能部门在取消“对资格的控制”的同时，在对行为的监督方面还没有建立起更为完善有效的机制。 质量认证作为市场经济条件下加强质量管理、提高市场效率的一项基础性制度，它的本质属性是在市场经济活动中传递信任。 认证乱象，严重践踏法规的尊严，损害行业和企业利益，破坏行业风气，这些乱象，看似个别现象，然而危害的却是行业本身。目前最大的问题就是社会对认证的信任问题，乱象频出，更是给了以传递信任为已任的认证行业以重击。 认证乱象，从其自身看，动机明显，就是最大化牟利。But，从社会影响看，其蔓延的后果就多元化了。therefore，违规失信认证机构及其主要负责人（实际控制人）难辞其咎、难逃其责。meantime，有关各方——监管部门、Accreditation Bodies、行业组织、Certification Bodies、认证人员以及认证企业，都应该反思：认证乱象的产生有没有自身的责任？治理认证乱象，各方是不是都该实实在在地做些什么？ 我们希望，通过治理、反思、完善，还原每一张认证证书原本的权威，增强大众和行业信心，坚定不移走“质量强国”之路，这才是行业所需要的“正能量”。 source：中国认证认可协会 声明：This website is reprinted、share、statement、Views remain neutral，The purpose is only to convey more information，The copyright belongs to the original author。If the copyright of the work is involved，Please contact us，We will remove the content as soon as possible!
