The EU approved the amendment of Annex XVII of REACH to add the requirement of item 74 on diisocyanates

2020August 4，The European Commission has published Commission regulations(EU) 2020/1149Amendment to the REACH Regulation(EC) No 1907/2006 Appendix XVII，Requirements for diisocyanates have been added。The Commission Regulation will come into effect on August 24, 2020。Here are the main points of the revisions：

Annex XVII of REACH will add a new substance 74：Diisocyanate (O=C=N-R-N=C=O，where R is an aliphatic hydrocarbon or aromatic hydrocarbon building block of unspecified length)。And with the following restriction requirements：

  1. 2023After August 24，It must not be used as a substance on its own，nor shall it be used as an ingredient in other substances or mixtures for industrial or professional use，unless：
    1. The concentration of one of the diisocyanates，or a combination thereof at concentrations below 0.1% by mass，or
    2. The employer or self-employed person ensures that an industrial or professional user does not use the substance or mixture，Training on the safe use of diisocyanates has been successfully completed。
  2. 2022After February 24，It must not be placed on the market as a substance，Nor shall they be placed on the market as an ingredient in other substances or mixtures for industrial or professional use，unless：
    1. The concentration of one of the diisocyanates，or a combination thereof at concentrations below 0.1% by mass，or
    2. The supplier ensures that the recipient of the substance or mixture is provided with information about Section 1(b)point of the requested information，and on the packaging in a way that is significantly different from the rest of the label information，The following statements are listed：“As from 24 August 2023 adequate training is required before industrial or professional use" (from 24 August 2023.)，Adequate training is required prior to industrial or professional use)。
